As-is, infantry are basically worthless before land tech 9, while cavalry are the be-all and end-all. You can charge your cavalry across a river into mountains and still win just on morale destruction.

I think this is meant to simulate the just-coming-to-an-end age of the Mongol Hordes, but it leads to silly stuff like fielding an all-cavalry army as the city-state 1419 Byzantium.

Will increasing the morale of early infantry to land tech 9 levels correct this some? I don't want to totally neuter the power of early cavalry, just make infantry useful at all.
 
Infantry does have some value (just not combat value)even early on. While cavalry dominates battles, adding infantry can help absorb casualty because they are much cheaper.:D
 
you can change the quality of infantry form start of game .

look in combat folder of Eu2

you have 5 files ( plus a few naval combat files)

Assault shock
Assault fire
Assault defender
Landfire
Landshock

Having a quick look, you only need to amend Landfire and AssaultShock to give infantry closer parity to Cavalry earlier on
