As per subject, how would I go about making a mod that makes raiding adventurer bands permanently and immediately hostile the moment they step into any realm that isn't nomadic or tribal? At the moment, it is possible for a raiding adventurer band to walk deep into a settled realm and only turn hostile at a moment and location of their choosing, and this makes managing them a chore, not to mention historically unrealistic.
