Would you have to put a rebel text at the end of the year text such as in the 1419 and 1492 (vanilla) scenarios and give them a higher land and naval value?

Don't know about pirates and rebels, not sure that's possible. About natives this post might interest you.
pirates have a navaltech = (biggest navaltech in the game) - 2, so i don't think it's possibile to change it 
And rebels land tech depends on the country it revolted from or the country it's in a battle with..(Dunno which of them.) But it means that the different Rebel armies got different techs. So that can't be changed.
