Manpower code not working

This may be in the wrong area, please forgive me I am new.

I do not know if anyone else has noticed this but whenever I enter the manpower cheat it doesn't work. The console says [CHEAT] Yeah Give Me Those Men but the manpower stays the same. The same sort of thing happens whenever I try the difrules cheat. whay is this?

Please help, I must cheat.

How's your manpower when you try the cheat? If it's at maximum, I don't think the cheat will add anything, since you never can go above the maximum manpower count.
