I will describe it on example:
I`m playing as Prussia. After start of the game I have converted all North German soldier POP`s to civilians. Now I have only Polish soldier POP`s. In battles while my divisions are taking loses the soldier POP`s arent taking any losses.

I think its tied to culture. Are those dying in the field of German culture? Raise a Polish div and do the same...

Yes, this is a major game problem. It is really easy to fight wars that cost you nothing in lives. Even if you try to keep things realistic, it's easy to wipe out the soldier POPs supporting the divisions of a culture, and to suddenly start taking no losses - to start cheating - without being any the wiser.


There are only two ways to cope with this issue, as far as I can tell.

1. Abuse the heck out of it.
OR
2. Set up a house rule: Always be able to support at least 50% of your fielded divisions, for each culture, at all times. This is what I do.
