As Designed Manpower per regiment modifers do not work

Hey there and thank you for the report! The regiment manpower usage seems to work fine. In the first screenshot I've attached you can see that in order to fully reinforce my armies I'll need 3,816 manpower and after taking the 4th Defensive Idea it's being lowered by ~5%. If you have any other questions feel free to ask them on the forum.
