I was wonder if you build industry somewhere and after it gose up a litle from 0-5 maybe you would start gaining more manpower because more industry more ppl move there more ppl to join the army.
I suppose it's possible to write events that do this. I have objections:
1) Where are the people coming from? Either they're migrating internally in your country (in which case the effect would be cancelled out) or they're coming in from outside your country (in which case another country would have to be penalized).
2) This would tend to imbalance the game. IC-whoring countries would also become a little bit more manpower heavy.
Britain during WWII maintained a strict "manpower budget". People could either work in industry or fight in the army, not both. And those that are most suitable for the armed forces (men between 18 and 45) very much overlap with the group of skilled workers (men between 22 and 65) as women weren't very emancipated back then.
So if you increase the number of factories, and hence the number of skilled workers necessary, then the manpower available for the armed forces drops.
You could argue how factory workers are more likely to have children than farmers or soldiers, but 1) that's doubtful and 2) the effect takes over 18 years to kick in.
