I think Paradox should 'update' the manual by adding a section labelled 'Manual Corrections and Gameplay Explanation' or so to the readme file which is distributed with the patches.
This could help to prevent the situation that players are disappointed by unforeseen results or seemingly incomprehensible game behaviour after having invested several hours of effort.
