One day, an event occurred where the mayor ordered us to host a number of prisoners from a nearby prison.
Probably about 70 inmates arrived. However, as soon as the bus arrived, many new prisoners appeared in the upper left corner of the map.
The guards assigned the task of housing the prisoners who remain in the area in the upper left corner of the map where they can't even build are also frozen at the same time.
As a result, there was a problem with more than 20 prisoners and the guards assigned to collect the prisoners getting stuck.
Eventually, not only the prisoners but also the guards were stuck and all died.
All I can do is give up on this prison.
