A new beta of Johan's has freed up numerous ID's for province creating. This is a Good Thing. It has touched off massive efforts to redraw the map. These shouldn't get out of hand. I suggest some informal standards that new maps should be tested against. However, I'm not experienced in this field, really.
-MP should keep the standard map or something close to it, with smaller nations that see little play maybe getting a few more provs for balance. It's worked for the last dozen versions and betas.
-Downloadable mods that include map changes should mention the provinces added/removed, and their IDs, so if events are affected they can be suitably altered.
-I suggest large-scale collaborative mods, such as EEP, should keep the original map. There is much to modify and quibble over already, and if the maps are going to be argued over too, the mod's release will be delayed.
-Balance the map editing. If you give a nation more than around three extra provinces, its neighbors will be weakened, to the detriment of historical feel.
-It is fair to throw these guidelines out when a modification leaps outside of the normal EU period. If it is a Roman Empire mod, shifting boundaries is necessary.
