Im talking about when you import a height map and set the sea level, water comes in from all directions, is there some way (besides blocking with the raise tool on the map edges) to make it all come in from only certin sides? for example, I want to make a map of NYC were the water from the Hudson and Long Island Sound flow southward, but due to this mechanic water flows in from both directions (this is problematic as were would sewage water go but in the current-lees area were the to waters meet

Use water spawners
They flow downhill but I want all the water to be the same hieght (I tried the water spawners but the water level from them is low even when I set it to as high as possible, and either there to slow or the fact that they go downhill prevents it from filling)
 
Make a slope underneath the water?
It's a hieghtmap so I don't think I could (at school right now cant check to see if it'll work)
