Marines force limit modifier also provides sailors

Description​

allowed_marine_fraction modifier also has the effect of global_sailors_modifier.

Steps to reproduce​

Start with Portugal and check their naval doctrine to see what is wrong.
The same problem occurs not only the doctrine, but everywhere the modifier is applied.

Came to report the same thing, although for Venice.
Looks like this issue was also reported (and confirmed) 6 months ago here https://forum.paradoxplaza.com/forum/threads/incorrect-modifiers-from-marines.1614379/
