How does it work? Do unspecialized colonists go there from all over the colony then after they have a specialty go to where they are needed?

In the play trough from Skye storme on yt it worked like that. You could also manually put it in. But as I have seen it it makes what is needed
Well, bump on this one. Can someone explain how it works in more details?
I put 4 "youth" colonists into the university, left it to Auto. It shows the list of professions and non-zero numbers of specializations needed. All good so far.
Some sols later, people turned from Youth to Adult to Middle Aged but still have no specialization! I pinned them and tracked all the time, they were spending time in the Uni.
Then I switched training to "Medic". One of the trainees turned to be Medic in just one Sol. But others are still unspecialized after several Sols.
How do you manage this? How long does it typically take to teach one specialist? I got tech for faster education but still no luck.
