I'm playing a game in which I recently defeated my enemy in battle. He was a small independent and had a very small army. As I was besieging his castle, a massive army out of the blue shows up and pummels me.

Am I doing something wrong or is this some kind of bug?

Sounds like it might be an ally. Or someone opportunistically declared war on you.
Or they're Mongols.

Or he mustered his army long ago. The whole time his army is mustered "reinforcements" grow in his home province. When then his army is destroyed in battle or he dismisses them he can immediately raise those soldiers that have arrived since he mustered the first host.

Uhhh, what? You don't get any reinforcements to your troops from a province while those troops are active.

To the OP, it sounds like religious troop events (pagans and muslims, and I think Military Orders only), an ally/opportunistic third party showed up, or they got a load of mercenaries. If it was the first or third, it was bad luck.
 
Thanks. I think it was the first of these options because it was up against a heretic enemy. Just suprises me b/c they raised something like 10x the force I anticipated they would raise. I thought it was a bug, but maybe it was the peeps of that province upset at my taking over.

Yes - but that is not what I said. The reinforcements don´t join the active army. The reinforcments or new recruits accumulate in the home province of the army unit. That is the reason that if someone disbands an army unit of say Bremen in the middle east (or the unit is destroyed in battle) that he can immediately muster a new unit in Bremen from the new recruits.
