"Meet Peers" activity not showing up despite being a child

Description​

I am a 5 year old with one county in eastern europe and two other children at court, one of which is my age. Despite this, and double checking the wiki (which says the only requirement for this activity is being 4-15 years old), it's still just... not there. I've asked online and the only explanation anyone can give me is that a mod is messing it up, but I don't have any (this has happened on multiple save files, all of which have achievements enabled. I tested).
