Mercenary Enclaves are not Upgrading, but rather just duplicating

Same Mercenary Enclave, but they now have 2 separate stations on top of each other instead of… just one. When I upgraded it even more, it just added one more on top of the original instead of properly replacing the Enclave_2 with a Enclave_3
