Message Rules not saved on quiting game

If you make any sort of changes to messages rules (in the overlay), or the message display in the main menu, and then quit the game, those changes are lost. You must resign to save those changes. Seems like an oversight... Is this by design?

No. It's not by design. I have reported it in our internal bug forum.
