Mexico Vs USA, industrial events impower Mexico:S

After having all of central America and the top of South America, mexico was strong enough to invade the US, as they only had 8 garrisons, and would take too long to produce any fighting divisions, two months the mainland states was all occupied. HOWEVER... (my question) the US continues to get industry events firing which gives them bonus IC..to my occupied provinces, meaning they are not getting it but i am...how and why would this be?

Do you mean bonus IC % or bonus IC as in just more industries?

If I remember correctly, if you just get more industries on the occupied provinces, it shouldn't have much of an effect at all on your IC (it only works when you improve IC in your national provinces, not in occupied or non-national provinces). In regards to the IC% bonus happening only to specific provinces, I haven't see that happen at all.

Also, just because you occupy a province doesn't necessarily mean the real owner of the province can't have a certain popular hold from it. Recall, for instance, that when France invaded the German industrial Ruhr region, the German government was still able to control the populace despite the French occupied it. Of course, the Germans didn't get anything from the Ruhr until the French left.

Its more actual factories appearing rather than percentage.

I can understand the Germans controlling the Ruhr even if its was influenced and invaded by the French. But in this scenario you would think that if the USA only has Islands remaining (still giving it 78 ic :S) that it should be able to have events firing which gives me the factories it would of otherwise received. I'm not bothered by it...free factories are free factories!!
