Features include:

* Migrating tribes get permanent war with anyone who is not a migrating tribe and borders them.

* If a migrating tribe occupies a territory(or province?) it flips to their control (maybe after a short while?) This means you gotta watch the rhine or you can kiss gaul goodbye.

* Only way to defeat migrating tribes as settled tribe or civilized is to occupy their territory and colonize it. Or alternatively you can become their subject or force them to become your subject in order to make peace. This way you can create a buffer of migrating tribes between you and potentially hostile migrating tribes.

* Particularly large migrating tribes have a succession crisis which if you lose/occupy territory to long, your nation splits into several new tribes.

* Losing a war against another migrating tribe you are given the option of becoming a migratory horde.

* This would also mean that there's still a use for colonization while making it more difficult for rome/diadochis to expand into germany/eastern europe and the awkward no man's land in central europe can be filled in.

* With these changes it's no longer possible for example Thrace to annex all of Tyrgetae. They need to also colonize them.
