I'm not sure if this is a bug or not (it's not clear from wiki) but it seems that when requesting military access from countries the relations is being ignored in the decision.
I have -20 relations because of claim and ideology but +75 by guarantee and +97 improved relations = +152 total.
The request counter shows only the -20 as above but only +10 ? That seems a bit weird.
Why is the improved relations not showing up in the request calculation please ? It seems that it does not do anything.
