Military Control over your allies-How to make event fire for "Production Focus"?

Playing IC1.02 over Arma1.3b

I am in a 38' campaing as Germany and have picked up Italy, Hungary and Yugoslavia in my military alliance. Only Hungary event has fired for what I would like them to focus on militarily. ie
Infantry
Advanced Mobile Infantry
Air Force
Balanced
I have had Italy and Yugo for over a month and their events for military focus never fired.

How come Italy and Yugoslavia events for this never fired?
Where in the db files are these events located?
So that I can just pop up the event screen (F12) and fire them myself for any of my allies or future allies that this event doesn't fire for.

Great question,
I have, in all my days looking, not found where the switch files are located for production focus. Nor could i find the events that control it. i thought that it also controls research so i would like to mod that.

i play Germ with IC over Arm but with DBs AI mod and i don't usually control italy or yugo but i don't think major powers get the event and maybe only historic minors get it.

Use DBs AI mode if you don't like ai research, all major powers have been modded and alot of minors.
