If I understand correctly, it is possible to make handmade maps? If that is the case, would it be possible to make the Milky Way, and still random generate alien factions on random planets? What about random resources? But also be able to place a faction on Earth. I like roleplaying humans on Earth in our galaxy and then expanding.
I know Distant Worlds allows random resources on handmade maps, but not random faction locations on it. Which was a pity, since I always knew where they would be.
 
You can make your own galaxies, but considering that the milky way has hundreds of billions of stars and is mostly unexplored and the game caps at 1000 stars, you might as well just stick the Sol system in some random galaxy.

True, but have the most important planets, not all. Like Star Trek did it.
