As German player, are there any Minister changes that are important. I am new to the game and not sure if paying attention to minister changes is important or minor; and if important are there some basic changes that everyone should make, or just based on individual play and goals?

Ministers can be a great bonus or detriment to your country. Look carefully at what each minister's bonus(es) are and decide for yourself. Important considerations are dissent bonus or penalty, manpower bonus/multiplier, IC bonuses, Production modifiers. Depending on which country you are playing, you may need one minister over the current one. Changing your minister can be a dissent hit(democracy), but is still worthwhile.
 
Minister descriptions are sometimes confusing. The basic rule of thumb is that + is good for you and - is bad for you. So if it says something like:
+10% artillery brigade construction
+10% anti-air brigade construction
-10% anti-tank brigade construction

This would mean you'd build the first two faster and cheaper, the anti-tank would be more expensive/take longer.
