Minor Bug

The 'Enthusiasm for the Navy' event, seems a little buggy (or not quite well considered). I got 8 warships right enough (hooray) - but in Finmark (a level 2 colony... how did they manage to build those ships???).

Unfortunately, Finmark borders on a sea area that is Terra Incognita for Denmark....

Effectively meaning I have to pay upkeep for 8 extra warships for 80 years, until I get an explorer that can 'release' them...

This is the type of bugs that can only be categorised as hilarious
