Do all minor nations get one diplomat? I played as both SWE and VEN and found this very frustrating. Escpecially ince the Venetia (and all Italian minors for that matter) would have had a more advanced core of diplomats that any of the major powers during thr first 75-100 years of the game other than Spain.

Is there a way to change the diplomats value?
 
Don't Venice, being catholic and all, get 2 diplomats a year at least ? And their rulers should provide a few more too a year.

If u mean to start the game with, I haven't seen a country yet that starts with more than 1.

Never seen that myself, however the Dip skill of your Monarch makes a difference (1-3 per year)
 
Russia only gets one diplomat per year, and it's one of the major powers. As Prussia, I was getting 2 (or 3?) a year. Some of the factors in the number of diplomats are: religion, monarch ability, and war vs. peace.

As I said, 1-3 depending on monarch. I've personally managed to pull togheter 21 RM and an 8 nation Alliance (at the same time) in the early 16th century with Russia, so to few diplomats ... no, not if you use them wisely.
