Missing Empire Border and Background

From the screenshots below, the empire border and some of the background are missing. Since this isn't happening on everyone else's machine, it's a somewhat specific problem.

Spec: Windows 8; GTX 560Ti

System is missing background pictures and replaced by grey artifacts. However...

Not every system is like this.

Here is the screenshot where the Empire border is missing. Also the galactic dust background is missing.

Try deleting the ...\Documents\Paradox Interactive\Stellaris -folder on your computer before starting the game.

ALSO BACKUP ANY SAVEFILES IN THERE FIRST!

Did you delete the folder I said before starting the game?

Deleted before starting game, check. Any info I can further post to help hunt down bug?

EDIT: Copied and pasted the game data on another computer to run. Graphical glitches aren't there anymore... if that helps. Also, I suppose this should get moved to bugs?
