Did you try completely exiting the Steam client (rebooting the computer etc doesn't have the same effect).

Could someone try these exact steps?

- Uninstall CK2 completely (also remove the ...\Documents\Paradox Interactive\Crusader Kings II -folder) MAKE SURE TO BACKUP ANY SAVES/MODS IN THERE FIRST!
- Exit Steam by clicking Steam -> Exit
- Restart Steam and reinstall the game.

May not do anything, but would be nice to know for sure
 
While this doesn't help resolve the issue, I just wanted to add that the get exe bat file is unrelated to the problem, it's just an internal tool. Should not have been included in the steam version, but it doesn't cause any harm either.
 
I'm not very familiar with windows 10. Just recently upgraded at home, and I still run 7 here at work. But by all logic, this must be some sort of security problem since it's the .exe that's not downloading.

Are you all using the main admin account on your computers? If not, could you log in to that and try the steps I mentioned above?
 
There is hopefully also a hotfix patch going out today. Even though it's not directly targeting this problem, maybe it will change something so it starts working again.
 
We are a little stumped since it seems to affect a fairly small part of the community so I have a few questions. If you could please quote the below part of this message and add your answers that would be awesome!
  • What Windows version are you using?
  • What anti-virus program are you running?
  • Do you use GeForce experience or other similar GFX programs? If so please list it.
  • Are you running the game as administrator? EDIT: I did ofc mean Steam, not CKII :p.
I can't say for sure when we may get to the bottom of this but if we can find a common denominator it would make it much easier to solve.

Interesting, there doesn't seem to be a single thing you all have in common. That's not good ><. Another question though, are any of you part of the Steam Beta? This is highly unlikely to be the cause but can you open Settings > Beta participation and check if you have opted into the Steam Beta update? If so, can you please opt out of it, restart Steam and see if that magically fixes it :p?
