I am ready for ideas on both sides :-D
Steps i did:
reinstalled many times (after following some guides from support
restart PC
restart steam (and starting as administrator)
Added Victoria3.exe (as a process added by hand in AV) and the installation folder too in AV
+disabled AV for testing
-Uninstalled Paradox Launcher v2 from the Windows "Apps and features" utility
deleted following folders:
-Steam/SteamApps/common/Vic3
-Documents/Paradox Interactive/Vic3 folders
-C:/users/{userName}/AppData/Local/Programs/Paradox Interactive/
-C:/users/{userName}/AppData/Local/Paradox Interactive/
-C:/users/{userName}/AppData/Roaming/Paradox Interactive/launcher-v2/
-Documents/Paradox Interactive/ ->
- .launcher-cache
- content_load.json or dlc_load.json (depending on game)
- game_data.json
- mods_registry.json (optionally, also delete the mods folder)
- newsfeed
- C:\Users\<username>\AppData\Local\Paradox Interactive\launcherpath (should not exist)
- C:\Users\<username>\AppData\Roaming\Paradox Interactive\launcher-v2 (should only contain logs)
- C:\Users\<username>\AppData\Local\Paradox Interactive\launcher-v2 (should only contain logs)

Steps not in correct order but its just a short overview what we did already.
Now the ticket owner changed and the the new guide is:
1. Restart your Computer and Launch Steam.
2. Next, you can either right click the game in your Library or Click the gear icon from the game’s library page on the far right.
3. From the drop down menu select “Properties”
4. Select the installed files tab and click the Verify Integrity of the game files button.
5. Steam will verify the game’s files – this process may take several minutes.
And here is the point I am starting to get angry, cause this is what we / I did x times already and it should be easy to check in ticket calltrack or by reading of the ticket history.....
I am pretty sure, that there are issues with the install package itself. Got a Starter Edition.
If there is missing just the exe or other process files...I would focus on the AV. But I just got
D:\Steam\steamapps\common\Victoria 3\game (this is the only folder in the install dir.
Should be more...like binaries, launcher and so on (checked on a screenshot sent by a friend...)
And AV would not block x folders and x files without info
