Mission to form Persia as Qara Qoyunlu not takeable as a theocracy

Description​

the mission to form Persia as QQ, "Shahanshahs of Eranshahar" is not takeable as a theocracy since it requires Legitimacy to be 100, but does not consider Devotion (and likely similar substitutes like horde unity although I have not tried) as such. Therefore you cannot take the mission or form Persia as QQ. Another mission, "The Era of the Black Sheep" has the same problem.

Steps to reproduce​

play QQ, take all the steps necessary to form persia as usual, but reform out of the tribe you start as into a theocracy. then try to take the Shahanshahs of Eranshahar mission
