I'm kind of a veteran newbie here. I played EUI/II till my deployment not to Iraq thank God 3 years ago and I'm returning stateside in a couple of weeks. One thing I remember is the cost of missionaries was incredibly high and I wanted to mod that. Looking at the forums including tools from

I couldn't find anything so I did a google search of the forums and still nothing.
I busted out a copy a buddy had and opened the data tables in Excel and still couldn't find info for missionary cost.
If somebody posted info before on missionaries, my bad, but I honestly looked as much as I could so as not to waste anybody's time.
 
As far as I know, missionary cost is hard coded. It would be nice if it weren't.
 
If i remember well it depends on population in the province, on their religion and on their culture.
so you have to change all of these factors

I don't see why they made missionaries hard coded but made religious effects like stability cost etc. available to change.

My main gripe was really the insane cost of sending missionaries to even small territories. The benefits of success often don't seem to outweigh the cost especially in provinces where one missionary costs as much as 50 infantry

Instead I made the culture for every nation and every province and religious tolerance to max for all nations. It makes the game unbalanced but at least deals away with the income modifier penalty for different religions (by removing the cultural difference penalty instead of religious difference penalty) and RR for different religions.
It's far from an ideal situation, but better for me than paying way too much for missionaries.
