Mobilization update bug.

Since I've installed the AI puppet mobilization file (as found in This thread) I've been getting a weird error message on random occasions.

If I click ignore, the error has no visible effect on the game, but I would like to know what it is as it is a critical error.

I's an ai file that tells nations to concentrate on building militia units when they are overrun, it's part of the next patch but you don't need it necessarily to play the game.
I want to do some tweaks to the US mobilization decisions, after that i can upload a new mobilization hotfx and will include it, should be a day or two.
