This mod aims to make reforming the Byzantine Empire an the Roman Empire as Greece more fun and more achievable. I have tried to balance it, while still making it much more viable to actually form Byzantium and then expand.
Important note: I recommend only taking one decision at a time and letting a week tick between decisions. Taking multiple decision while paused may result in non-intended outcomes.
Forming Byzantium- There are two main paths to forming Byzantium, which are mostly mutually exclusive.
Conquest
This path gives immediate claims on Macedonia, Thessalia, and Western Thrace, a temporary modifier increasing diplomatic maneuvers, and unlocks some decisions to help with the early conquest of the Ottoman lands. Once Macedonia, Thessalia, and Western Thrace are owned and Nationalism is researched, a journal entry will trigger giving claims on the lands needed to form Byzantium.

Includes decisions to:
-Make the Patriarch subservient to the Russians - adds a negative modifier, but it boosts relations with the Russians, gives Russia an obligation to Greece, and has Greece join the Russian market as a junior partner in a customs union. This modifier does block completing some journal entries once Byzantium is formed, but can be revoked once Byzantium is formed at the cost of-200 relations with the Russians, leaving the Russian market, and Russia getting a claim on Eastern Thrace.
-Anti-Ottoman Propaganda - Decision that decreases the great powers opinion of the Ottomans by -50 at the cost of influence and bureaucracy.
-Decision to purchase Russian Dobrudja. (Need to have nationalism.)
-Decision to purchase Austrian Montenegro. (Need to have formed Byzantium and have nationalism.)
-Decision to annex Montenegro diplomatically. (Need to have formed Byzantium and have nationalism.)
-Decision to puppet Serbia diplomatically. (Need to have formed Byzantium and have nationalism.)
-Decisions to make Wallachia and Moldova dominions diplomatically. (Need to have formed Byzantium and have pan-nationalism.)

Diplomacy
This path gives no claims, but instead unlocks the decision to launch an uprising in the Ottoman Balkans. Once that is completed and Nationalism researched, another uprising can be launched in the Austrian Balkans and the Greek Homelands in the Ottoman Empire. After the first uprising you have the chance to take Macedonia and Western Thrace and move to the conquest path, without the temporary modifier increasing diplomatic maneuvers, but with everything else. Otherwise, you can continue down the path of integration using the Freedom of Movement decision, once nationalism is researched. Eventually all countries released in the uprisings can be integrated.

Includes decisions to:
-Decision to launch uprising in the Ottoman Balkans. It takes a year to plan and for the duration of planning a smuggling building in Attica will consume small arms. During the build up to war (all of these are optional and cost money to complete), you can bring in foreign trainers to train your army and the rebels (unlocks Napoleonic Warfare technology), build industry (lumber camps and iron mines) to support weapons production in the uprising states, and finally weapons factories in the uprising states. Once the uprising launches a diplomatic play with with only20 days left will start with Ottomans declaring an annexation war on Greece with reconquest of all other lost territories. Greece immediately gain Thessalia (see picture for countries in uprising)

-Decision to launch uprising in the Austrian Balkans. This is similar to the Ottoman uprising but without the events to train armies or build industry. Instead one month before the uprising launches, Greece can pick an ally (the ally must be rivaled to Austria and have cordial relations with Greece).

-Decision to launch uprising in the Greek Homelands. This is similar to the first Ottoman uprising without the events to train armies or build industry. Instead during the build up to the uprising, if Egypt does not own all of Adana and has cordial relations with Greece, a decision can be taken that will trade Ottoman Adana for Crete.

-Freedom of Movement decision. First step of integration which takes 4 years to complete. It will give all countries the no migration controls law. Events will trigger during the 4 years similar to the events when passing the no migration controls law.

-Central Financing decision. Second step of integration which takes 4 years to complete. It will change all freed Balkan countries from protectorates to tributaries. Events will trigger during the 4 years that will decrease random Balkan country opinions of Greece.
-Cultural Acceptance decision. Third step of integration which takes 4 years to complete. It will give all countries the racial segregation law, as long as they don't already have cultural exclusion or multiculturalism. Events will trigger during the 4 years similar to the events when passing the racial segregation law.
-Central Diplomacy decision. Fourth step of integration which takes 4 years to complete. It will change all freed Balkan countries from tributaries to puppets. Events will trigger during the 4 years that will decrease random Balkan country opinions of Greece. Will form Romania from Romanian nations
-Integrate Balkans decision. Final step of integration which takes 1 year to complete. It will annex all puppets released via uprising except Romania. Costs money and influence based on number of subjects.
Both paths
-Decision to break the truce with the Ottomans for the cost of 40 base infamy.
-Decision to purchase Malta from the British.
-Decision to purchase Russian Kars.
Rise of a General
-Once Greece goes to war, an event will fire creating an agitator who is a very good general. The first option of the event will make him a general and subsequent victories will make him more popular and a better general, culminating in the option to put him on the throne when Byzantium is formed, instead of the Wittlesbachs. If the second option is taken, he will remain an agitator, but none of the subsequent events will fire.


Byzantium- Upon forming Byzantium claims on several areas are granted. Additional claims can be gained by completing the prerequisite journal entries (the name of the journal entries include journal entries needed to be completed to give claims) and several options are presented.

Legitimacy
Once Byzantium is formed, a legitimacy modifier is added, which gives gives assimilation, conversion ,maneuvers, and infamy decay. It starts out negative, but quickly becomes positive as conquest journal entries are completed (there are30 conquest JEs). To complete the conquest journal entries a decision to integrate the area must be taken after the area is conquered, this is to prevent a bug that occurs when a journal entry is completed as soon as it is available, and to prevent multiple JE completion simultaneously, which also causes problems.

Innovation Incorporation
Optionally, Byzantium can choose to incorporate the innovations of the peoples they conquer. This is meant to represent the Roman ability to take the good ideas from other peoples and incorporate them into their own systems. This adds a modifier that grows alongside legitimacy which increase innovation spread but increase the bur cost per population.

Restore the Legions
Optionally, Byzantium can choose to restore the legions. This adds a modifier that increases land offense and defense at the cost of increased military wages. The modifier will increase by taking the decisions to restore a certain legion, which are possible when the perquisite states have been taken.

Cultural Restoration
Optionally, Byzantium can choose to restore Byzantine culture, removing Greek primary culture and adding Byzantine and Eastern Byzantine (only added to assimilate middle eastern pops and decrease integration times). It will remove the existing homelands when the conquest JEs are completed and add a Byzantine homeland and convert 5% of the population to Byzantine culture and Orthodox faith. It will also pass the racial segregation law, if Greece doesn't already have cultural exclusion or multiculturalism.

Rome- Upon forming Rome, Byzantine culture is changed to Roman (if Byzantine culture was chosen) and Rome gains claims on Iberia, France, Rhine and England/Wales plus a modifier that increases legitimacy, prestige, authority, and decrease infamy generation.


Potential Future
I am a little burned out on the mod right now, but I think I will come back to it. Future plans may include:
-Diplo-integration of liberated nations if they were part of the Roman Empire
-Unique names and bonuses for IG groups
-Unique companies with 1.5
-New monuments for Rome and Constantinople
