I made a mod that allows for a play style that once was an exploit in the Toxiod DLC.

Basically when you take the Police State civic you now gain access to a new policy that allows you to enable "Brutal Oppression" this gives you -20% happiness for all pops but unlocks access to a new building that has new enforcer jobs that are quite more effective than normal enforcers.
These special enforcers provide 3 stability each.
The downside is that each special enforcer reduces planet resource output by -5%.
When you build two upgraded version of these buildings you should have access to 10 of these enforcers meaning you can completely negate the maximum happiness stability hit of -30.

This should allow for a completely new play style of trading stability for resource output, buildings slots and jobs while ignoring basically all population needs.

RP wise this could be the Dystopian hellhole we are still missing from the game.

As of now i had valuable feedback, i changed how you acquire the features from an event to a policy and now i'm still missing feedback on how viable or useful this play style might be.
