I had the idea of adding the ability to interact with the cultures directly through the GUI, namely:
... where if you select the button, it would remove primary status if present, or add primary status if not. There doesn't seem to be a way to do it properly in the GUI, so I instead had it fire a hidden event through console command when selecting the button, which technically works, but only for one manually specified culture... I can't seem to get it to work dynamically. And from what I gather, with my limited knowledge, that doesn't seem to be possible.
So, I guess I'm putting the idea out there, in case this becomes possible in the future, or someone with more know-how can figure it out. I've reached the edge of my very, very limited ability.
I could probably achieve the same thing through events/event chains, but that doesn't quite have the same feeling as having the power to do it with a single click, but I might just end up doing that anyway, at some point.

- Promote them to Primary Culture status (if accepted and culturally related)
- Add Homelands (with certain percentage of habitation)
- Remove Homelands (if discriminated, with Ethnostate and Pan-Nationalism)
- Grant Bonuses/Subsidies (money/goods or what have you)
- Expel or Drive From a State or Country (would start an event chain similar to Trail of Tears)
