As part of a mod I'm making, I've added a custom game rule to the rule screen that controls how a certain decision functions. Everything works as expected, that is, until I quit/resign the game. Whenever I reload the save, the custom rule reverts to its default value (i.e. the first option listed in the rule's file) , which of course defeats the entire point of having a custom game rule. None of the vanilla/DLC game rules change their value upon a reload, but this one does.

Has anyone else encountered this before, and/or know of a solution? It's driving me crazy. I've tried using both a fresh ironman save and a fresh non-ironman save and both had the same issue.

Nevermind, after some in-depth troubleshooting I managed to figure out what was causing the issue.

Apparently the game likes to flip out if the rule's ID starts with a number. In my case, the ID started with the number 5. I changed it from "5" to "five" and sure enough it started working correctly between game reloads!
