I've put out a small mod to let you have a bit more flexibility with your government admin buildings. They will gain a new production method that lets you reduce the bureaucracy output somewhat, in order to get additional tax capacity, authority, and/or influence. The default behavior is exactly the same as vanilla, it's just a few new options. In particular, this will now let a fully-liberalized government still have a bit of authority, to allow decrees/consumption taxes.
If you happen to use it, let me know what you think of the balance. I don't want it to be too strong, but if it's completely useless(or too good), let me know.

Known Issues:
- If you load a pre-existing save with this mod newly active, you'll get a weird pink placeholder image on the admin building's new PM slot. Just set the PM for the buildings, and it'll clear up.
- I haven't quite gotten the display of the names working yet. Hopefully soon.
