Why does trade cost so much bureaucracy, or bureaucracy at all? Yes, those pesky government people inspect cargos but why the cost is the same for Great Britain and Luxembourg? Furthermore, doesn't ports already employ bureaucrats just for this? Also, where did all the actual merchants go who did those stuff themselves?
This combined mod will make sure trade costs no imaginary schizo-bureaucracy. This will buff trade with your neighbours as should be and increase leverages overall (as should be).
