Hello, I was recently playing vanilla for the first time in a while and felt the need to remove the absurd de jure empires. I initially just made this for my own multiplayer game, but I figure others may enjoy it.

Simple mod that changes two things:
1) All ahistorical de jure empires (those other than HRE, ERE, Arabia, Persia, Tibet) can never be formed by player or AI. Decision-based empires have not been touched and can still be formed, such as the HRE in some early dates, India, Mongol Empire, and Russia.
2) When forming a custom kingdom or empire, the titles below it do not immediately become de jure, but must be transferred via de jure drift.

Due to #2, I highly recommend leaving de jure drift to its default setting, as the "only bordering" game rule means that nothing other than your capital duchy/kingdom can drift until that is first finished. Custom kingdoms/empires can still be disabled entirely via game rules, of course.

I have attached this below -- the "initial release" is v2. If there are any issues please let me know and I'll try my best to fix them, but this is quite the simple mod and I don't expect any problems. It should also be fully compatible with any cosmetic mods.
