I have this thought.

If i install a mod, such as Rome universalis, may i be able to play AGCEEP again with it's normal things (flags, country names...)?

And, how do you even install the Rome universalis after you download it?
 
As far as I know, Rome Universalis doesn't overwrite anything (neither does AGCEEP or 476, I think). You have to make another shortcut for Rome Universalis and point it to use the folder it is, for example.
 
I don't know why but I never get Rome Universalis to work...
 
I got it to work by simply copying the icon on desktop for vanilla EU, renaming it and just changing the work directory to right one to point to Rome Universalis subdirectory under EUII folder from shortcut's Properties. This was on Win98SE, tho.
 
My problem is that I require a password to be able to install... And I don't have any :(
