What would that mean? every province is a different country? every territory? Can't you already do this using console commands and just tag switching, releasing provinces as you go?
Can you? I'll try it later today. But yeah, every province/territory/city/whatever they call it, a different country would be nice.
I would like to see that as well. It's not that hard for modders that did it with EU4 or CK2. Not to mention that it could be introduced to the vanilla game, just like in CK2 lately.
A shattered world scenario is very fun to play indeed. I would like to see such a mod as well.
