I created an asset in the editor and used mod tools to change the category it sits in by changing:

"Tool Controller > ToolController > PrefabInfo > System.String category"

I then saved it.

When I checked however it still appeared in the category it was originally listed in (it is in parks/random billboard, I want it in residential home yard.)

When I then did a 'load asset' in the editor however the entry was correct (in the scene editor box), it hadn't reverted to the old. I.e. it saved by did not apply the change.

In full fairness, I don't care that much as I can use find it when in game, but I do like things tidy if at all possible.

What am I missing?

Yes, I've done a restart.

In the editor it appears in the old position (parks, unwanted), while in the game itself it only appears when using find it (which is intended as it is a home backyard prop.) I take it there is nothing I can do about its location in the editor?

Its a washing line you see. It has 9 different variations (including empty) so that back yards don't have all the same blue t-shirt and white tablecloth.

Ah - I will have to go hunting for UIEditorCategory for future versions. I was working off a website that only specified the first one. m_UIMapEditorCategory was as stated. Thanks. Worth checking.
