[modding] Culture without "short reign" negative opinion?

Is there a way to make a culture whose members will not have a "Short reign" negative opinion towards (any) new rulers?
As in all the people of this culture do not care how long the ruler has been there.

The only way I can think of would be by maintenance events applying an invisible character modifier using 'short_reign_length', to all rulers of this culture. The only way to flatly apply a short reign multiplier is by religion, not by culture.

add_character modifier = {name = short_reign_length months = -1}

No, create a new character modifier with 'short_reign_length = -1000'.

Wait...Is "short_reign_length" not a valid modifier for character_modifier block in the culture modding?
Because I used to apply some modifiers by this method. And I didn't take notice if it was not actually working...

You are probably correct in thinking it can be used that way. I had overlooked that because vanilla doesn't use culture modifiers at all.

Just checked. That's right, the short_reign_length can be used as a character_modifier block in culture definition.

However, it doesn't seem to eliminate the "Short reign" negative opinion for some reason:
