Modding In Windows 7

I have an old copy of HoI II Armageddon, and have installed it to my new laptop. The game works fine, but I can not mod anything, when I open the file in a Notepad or a Wordpad and change anything and then try to save the changes I get an "Access Denied" message. I tried changing permissions but that solved nothing, anyone come across this issue and know how to change it?

This has been a problem with both Vista & Win 7 - the general recommendation is to reinstall the game into a folder outside of Program files eg c:\games\armageddon
