In the diplomacy screen you can see how your empire compares to other empires, in terms of naval capacity, fleet power and technology.

Now I would like to script an event that fires whenever you have a neighbouring empire that is militarily superior to you.

Are there any conditions with which you can compare the (military) strength of empires?

These two commands may give you some ideas as to how you could compare two empires strengths.
