I've been experimenting with modding the time it takes to be fully mobilized. I've changed the defines parameters related to mobilization under NMilitary to extremes to see how the mechanic works. I've made it so it now takes months to mobilize but I found something frustrating: Mobilization % means absolutely nothing.
When only 1% mobilized, I can still move my formation (army) to the front line. My manpower is 100%. Offense, defense, organization, and morale are all 100% their values. As far as I can tell, I'm immediately drawing the full amount of extra supplies due to being mobilized. I can still engage in battles. I have not found any tooltips showing I have negative modifiers for not being fully mobilized.
So, what is the point of the mobilization progress bar? As far as I can tell, mobilization is binary: you're either mobilized or not. If anyone can explain any mechanics I'm missing or not understanding, I'd appreciate it.
