I've been playing the game as Thrace and I've been getting crushed.
I want to change their starting units to heavy infanry to give them more staying power?
How do I do this?
and
Mod Thrace so that they can support 4 untis w/o a penalty rather than a meagre 2.

I've modded the heck out of my HOI2 so I'm not a mod neebee.
I just can't find the files to mod...

I assume it is Tylis you mean? For their starting army as they gain most of it in an event just edit that event (I think it is in flavor.txt but as I am currently at the computer I have the game installed I cannot check at the moment) so they get heavy_infantry instead (or in addition to) some of the militia. Not counting event-given armies (only Epirus and Tylis get them) the composition is decided by what resources are available (including cores on foreign territory) so in order to get heavy infantry in the starting army a country needs either an iron-producing province or consider one to be a core province.

As for their support limit, it depends on their wealth so basically upping the population of their provinces (and maybe alter the citizen/freemen/slave ratio, the more slaves the greater the income giving increased support limits) in the history folder should do it.

Thanks... The only way I've found to mod the scenario is save the game and mod the saved file.
I changed Tylis starting units to 3 triremes (and no army) since sea power seems to be the only way to keep the wolves at bay from Asia Minor.
