"Modernization Movement" lacks stance on Industry Banned, treating it as Neutral

Description​

The "Modernization Movement" lacks any stance on the "Industry Banned" law - it doesn't appear in the overview at all. This appears to cause the law to default to "Neutral" stance, resulting in the movement preferring a total ban on industry to Agrarianism or Traditionalism.

Yeah, quite a few ideologies are lacking stances on a few laws within law groups they care about, notably industry banned.
