Does anyone know if the following features are customizable:

1. The cost of investing in technology and stability

2. The frequency of random events occurring

1. Yes. The different religions have modifiers for tech and stability investment. These are editable in the file religions.csv.

2. No. You can remove them (jut rename the file) or edit the file/events.
 
If you want to make an event happen twice as often, you can always make two of them, maybe even with different descriptions.
I can think of "Gift to the State" and "New Valuable mineral found" in EU1. :)

The religion modifier has little effect

I went into the religion.csv file and modified the bonuses for investing in stability. Each religion had a number ranging from -300 (the penalty for Protestants, etc.) to 500 (the bonus for Confucianism). I doubled everyone's stability bonus or reduced their penalty by half. This, however, does not have much of an effect on the game.

On the monthly budget screen, you get 1 point of bonus a month for each 100 points represented in the file. So if you have a 100 bonus (default Catholic) you get 1 point per month in bonus stability investment. Considering it takes about 1900 points total to get one point of stability (example from my game as Austria) modifying this number has not produced the effect I was looking for.

Am I analyzing this correctly? I noticed no significant change in the game from these religion bonuses. I was hoping to modify the formula that produced the 1900 figure, itself, if possible.

I don't think there is any way you can modify the *frequency* of events occuring. This seems to be a hard coded thing that only Paradox can change.

as noted, you can always "pad" the existing events file.... you can change them, you can delete some of them out of the file, or you can add a handful or less devastating events, so as to minimize the effects and occurence of those nastier frustrating events

let me know what you come up with... this is something that I think needs attention :)
 
I'm almost sure that the random events are... well, 100% random. :D
If you have 100 events, each one has 1% chance to happen when a random event is activated, and that can't be changed.
Is this right?
 
Changing the random events has proven to be the easiest way to end that frustration, but I must admit that I didn't do anything very clever. I simply went through and eliminated the drastic effects of some of the more powerful events.

The better option, I think, for someone who has the time or inclination would be to change the stability decreases and large monetary penalties to smaller monetary penalties. The events would have an effect, but it wouldn't be enormous as it is now.

I still would like some way to reduce the cost of raising stability. That would leave only diplomatic costs as a dagger in my side.
