On a new install (new laptop) Imperator Rome does not allow any mods to work. The Mods tab shows the mods but they do not actually get implemented. On an older system the mods work. THe only difference I see is that in the documents folder under the section for Imperator there is no mod sub-folder on the new installation, but it is there for any other Paradox game. I have tried deleting and re-installing Imperator, exiting Steam and re-starting, validating local files, etc. etc.

What antivirus app is in use? add imperator.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
 
Do you have documents moved to a different drive? This has been a problem since day 1 and they haven't fixed it yet. Extremely odd and infuriating that they didn't but the game does have a metric ton of issues on top of that.

This isn't a problem with the game, it's a problem with the launcher to be fair. Since every other paradox game, and literally every single other game and program I have played/used for... 5+ years? Never had this issue. So It's a mystery how they managed to make such a specific problem.

Reported it ages ago but never fixed. But the game has tons of issues atm so understandable.

The Fix
Go into your games folder, for me its: F:\SteamLibrary\steamapps\common\ImperatorRome\game
Open "launcher-settings.json" with a text editor and change
"gameDataPath": "%USERPROFILE%/Documents/Paradox Interactive/Imperator",
to whatever the path of your documents folder actually is. For me its
"gameDataPath": "F:\Documents\Paradox Interactive\Imperator",

Bam it should work perfectly. The fact that it is surprisingly difficult to find this information is... puzzling.

Wish they added an option in the launcher to fix this as a band aid till the real fix or something. At least I'm like 80% sure this is the problem you have.

DO backup the file though. For some reason in the latest versions of the game this... bricks the launcher. No idea why.

Same problem - sounds like the solution above is the answer but looking on Reddit it has recently caused a lot of people to be unable to launch the game. I would wait for a fix - it is something they should prioritse tbf. They marketed Imperator as being super moddable...hmmm

Did the same to me. But all I did was delete the file, and edit in the
"F:\Documents\Paradox Interactive\Imperator",
Make sure not to redo the whole line, just that part. Hells I'd be extra careful and only paste into the brackets but that's being overly cautious I doubt that'd change anything.

It works perfectly for me. Tested it just now.
 
It seems to work, i just had to replace all the \ with / in the path. Witht he \ the launcher displayed an error.

Whatever the problem is here, it is absolutely infuriating. Before this solution i edited the dlc_load.json and game_data.json and added the mods manually to be able to use them. I hope i can add and remove mods more easily now...
 
Very clearly related to the new launcher, and it's a bit worrying that it hasn't been fixed. Especially since I believe CK3 will use the same one... so I'm already prepared for mods not working because new launcher is kinda wonk.

It's one very strange bug since it's not like mods work even out of the documents folder it creates and puts them in which is even stranger. It creates a new folder, it doesn't use the new folder. But it doesn't use the one that should be used. Very confusing. Especially considering CK2 has no issues with this, and my friend says he has his documents folder set up on a different drive and no issues with EU4 or HoI4. So it is a new problem.

I wish they'd at least add an option in the launcher to change the path IN the launcher rather than having to dive into editing files. A band aid but better than nothing.
