mods not working

none of the mods I've downloaded are working in the game. I've downloaded the same mods on both steam workshop and paradox mod website. the ones from steam are stated as not eligible for syncing and the ones from the paradox website just don't play even though they are in a playset and are selected as using

Do you have the playset selected? The latest update set the active playset to none.

yes and ive uninstalled mods and game but no steam mods are working at all
